In a large bowl, stir together eggs, cracker crumbs, onion, green pepper, tomato sauce, 1 tablespoon Worcestershire sauce, salt, and ground black pepper.
Add beef; mix well with your hands. Form into a loose loaf shape.
Place beef mixture in loaf pan; reshape as necessary.
Bake, uncovered, for one hour.
Combine ketchup, mustard, brown sugar, and 1 tablespoon of Worcestershire sauce in a small bowl.
Spread sauce over meatloaf; return to oven and bake an additional 10-15 minutes.
